A range of new concepts and paradigms have been propounded to understand this sector’s dynamism. Each of these relates to a set of issues and advocates certain policy interventions. This paper summarises the major theoretical issues in the field of small enterprises by arranging them across three time periods-the 1970s, 1980s and 1990s.
