By exploring the challenges and opportunities of SME artisan clusters, this paper departs from traditional research focussed on cluster dynamics. We suggest policy intervention based on the findings of the research by comparing an artisan cluster with a technology cluster. The differences in the two are brought out. The argument is that specific cluster development programmes need to be chalked out taking the help of established organizations as nodal agencies in order to build a vibrant seedbed for future large organizations.en_US
