Abstract

The private sectors of many emerging. economies today are hindered by a "missing middle" (Kauffmann, 2005). Investors, policymakers and development professionals dedicate most of their efforts to either large corporations of over 500 employees or very small businesses with perhaps five employees: larger.enterprises and multi-national corporations (MNCs) are frequently the main targets for tax incentives and corporate subSigieS wherea$ organizatjons like the World Bank and the United Nations Dev~16pnlent Program have devoted a significant amount of attention and aid toward promoting micro-enterprises.
