However, since the early seventies the relief approach was partly replaced by new programme aimed at generating a work culture among the unemployed - both urban and rural - and to foster a sense of motivation for the attainment of fruitful income-generating career considered to be most suitable in the existing circumstances. The new Growth-oriented programmes brought about a climate of entrepreneurship development in the country, and this climate has been able to some extent, in accommodating the age-old compulsions.
