He said, Ideas of greater transparency and inclusivity have become sufficiently influential to be incorporated into legislation and policy. This has resulted not only in an increase in opportunities for citizens' involvement in decision-making, but also in the re-conceptualisation of such involvement, extending from the right to be informed, to the right to participate.
